Cele moet tsamaea, sê TLU SA- Suid Afrika

TLU SA het genoeg gehad van die swak bestuur in die Polisie Departement en het vandag ‘n veldtog bekendgestel om die minister, Bheki Cele, se kop te laat rol.



Onder sy wanbestuur van die departement:  

Word die SAPD se vuurwapen register afgeskakel en is daar geen manier om gesteelde amptelike vuurwapens na te spoor nie, omdat die minister weier om vir ‘n goedgekeurde stelsel te betaal, waarvoor die begroting reeds goedgekeur is;
Is die DNS-bewyse in plaasaanvalle nie beskikbaar nie omdat die stelsel waarin dit gestoor word, afgeskakel en AGT MILJOEN bewysstukke daardeur verlore is;
Word ‘n brigadier in KwaZulu-Natal tot generaal-majoor bevorder tien jaar nadat 98 wapens onder sy bestuur weggeraak het; en
Kan speurders nie hulle werk doen nie as gevolg van swak hulpbronbestuur en betaal hulle uit hulle eie sakke vir toerusting en uniforms.  
Cele se wanbestuur was al in 2011 duidelik toe hy as polisiekommisaris ondersoek en geskors is. Bewyse oor korrupsie het toe aan die lig gekom, maar hy is eers in 2013 afgedank terwyl sy salaris van R1,3miljoen steeds betaal is.

“Navorsing het al talle kere bewys hoe ‘n swak bestuurder ‘n hele besigheid negatief kan beïnvloed,” sê mnr. Henry Geldenhuys, die president van TLU SA. “In die polisie is daar ook vrot appels wat maar net die voorbeeld van hulle topbestuurder volg en ander lede – wat graag hulle plig as beskermers van veiligheid wil nakom – se reputasie beswadder. Ons probleem is nie met die lede wat ons boere goed bystaan en die ekstra myl loop nie. Dit is met misdadigers in die mag, en die nommer-een-vyand van veiligheid in die land, Bheki Cele. Hy moet tsamaea!”

Die parlementêre portefeuljekomitee vir polisie het onlangs gehoor dat die polisie se vuurwapen permitstelsel – wat gebruik word om derduisende amptelike vuurwapens te bestuur – deur Forensic Data Services afgeskakel is omdat die polisie versuim om vir die kopiereg van die sagteware te betaal, hoewel daar ‘n goedgekeurde begroting was en die saak al tot in die appèlhof gaan draai het. 

Forensic Data Services hanteer ook die register van DNS-bewyse wat op misdaadtonele versamel word. Ook hierdie stelsel is nou afgeskakel en daarom is sowat agt miljoen bewysstukke nou verlore.
Beide stelsels word intussen per hand bygehou wat ‘n enorme implikasie inhou in die nasporing van gesteelde vuurwapens en bewysstukke en misdadigers eenvoudig vrye teuels gee.

“Die polisiestelsel is ‘n gemors omdat Bheki Cele behep is met ‘n magsvertoon in plaas van die beveiliging van Suid-Afrikaners,” sê mnr. Geldenhuys. “Cele moet as die Minister van Polisie afgedank word. Ons hoop dat ‘n nuwe besem skoon sal vee en dat die departement ‘n nuwe aanslag sal volg sodat veiligheid in Suid-Afrika versterk kan word.”

TLU SA had enough of the Police Department's mismanagement and today launched a campaign to get the minister, Bheki Cele, fired.

Under his mismanagement of the department:

The police cannot trace their official firearms;
Around 8million pieces of evidence – many from gruesome farm attacks – were lost because the minister refuses to pay for an approved system within the approved budget;  
A brigadier from KwaZulu-Natal was promoted to major-general ten years after 98 firearms went missing on his watch;  and
Detectives must pay out of their own pockets for equipment, transport and uniforms because of poor management of resources, which affects their work.
As police commissioner, Cele was investigated and suspended in 2011, after evidence of corruption and maladministration came to light. He continued to receive his salary of R1,3million until 2013, when he was finally given the boot.

"Research proved many times over how a bad manager can negatively influence a whole company," says Mr Henry Geldenhuys, TLU SA president. "In the police force, we have members who follow his example, and they give the members who genuinely want to uphold their responsibility as protectors of safety a terrible reputation. Our problem lies not with police officers who support our farmers and walk the extra mile, but with criminals in the force and the number-one-enemy of safety in the country, Bheki Cele. He must tsamaea!"

The parliamentary portfolio committee for police recently heard that Forensic Data Service switched off the police's firearm permit system to manage thousands of official firearms. The police neglected to pay for the software's copyright even though it had an approved budget, and the case went to court.

Forensic Data Services handles the register of the DNA evidence gathered at crime scenes. They switched this system off as well, and now more than 8 million pieces of evidence are lost. 

Both systems are updated manually at the moment. It holds an enormous implication for tracking stolen firearms and evidence and, as a result, gives criminals free rein. 

"The police system is a mess because Bheki Cele is obsessed with a show of power instead of protecting South Africans," says Mr Geldenhuys. "Cele must be fired as the Minister of Police. We hope that his replacement will clean house and that the department will follow a fresh approach to strengthen safety in South Africa."
